Henan Lixin Power Construction Supervision Co., Ltd. (LPCS), a corporation with full authority for management and responsibility for its own profits and losses, was set up in October 1993 and has held the business license from Henan Industrial and Commercial Administration Bureau. It exercises the system of responsibility by the general manager under the chairman of the board and undertakes independent civil responsibilities as the legal entity.

The scope of LPCS business is the construction supervision and the technical consultation on thermal power projects, power transmission projects, and technical retrofit of power generation installation and their associated projects.

LPCS is qualified as Grade A Supervision Company by the Ministry of construction and the former Ministry of Electric Power for supervision to both thermal power projects and power transmission projects. The organization of LPCS is structured with one office and six divisions: the General Manager Office, Business Division, Financial Division, Quality Control Division, Thermal Power Project Supervision Division, Transmission Project Supervision Division, as well as Comprehensive Project Supervision Division. One project supervision office is setup on each project site. It has drawn up management systems and has set up relevant database for technicians and technologies.

Quality policy of LPCS: Duty devotion taking laws and regulations of the project country as criteria, insisting on the fairness and scientism of supervision works, serving excellently the customers for ever.

By the end of April 2001, the total value of the construction projects which have been supervised by LPCS has reached 404.369 hundreds million yuan RMB. The major projects include some generation projects such as Yuzhou Substation Project(2×350MW), Huaneng Suzhou Power Plant Project(2×300MW), Anyang Sucun Substation Project(2×300MW), Xingyang Transmision Project(2×300MW), Sanmenxia Power Plant Project(2×300MW), Jiangxi Jiujiang Sanqi Power Plant Project(2×350MW), North Guizhou Power Plant Project(2×300MW), Nanyang Yahekou Power Plant Project(2×350MW), Pusan Power Plant Project(2×125MW), Luoyang Shuang yuan Thermal Power Plant Project(2×142MW), Xinxiang Power Plant project(2×135MW), Kaifeng Power Plant Project(1×135MW); some transmission projects such as Changsha Substation Project, Xiao-han Power Line, Chang-yun Power Line in the Changjiang Three Gorges Hydroelectric Station 500kV Transmission Project, Luoyang Mudan Substation Project, Luo-Zheng Power Line Project, Xin-Pu Power Line Project and Puyang Beijiao Substation Project in Huanghe Xiaolangdi Hydroelectric Station 500kV Transmission Project; and some other completed and building projects such as Microwave Dispatching and Communication Building, HPEPC Comprehensive Training Building(Longyuan Hotel), High-story Residential Building, Henan Provincial Electric Power Company General Dispatching Building, and Henan Provincial Rural and Urban Electric Network.
